Анотація
Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.05 – розвиток продуктивних сил та регіональна економіка.
Дисертація присвячена розробленню комплексу стратегічних орієнтирів
збалансованого регіонального розвитку галузі туризму та курортно рекреаційної сфери.
У дисертації поглиблено термінологічний апарат дослідження сутності
потенціалу галузі туризму та курортно-рекреаційної сфери окремої території, досліджено теоретичний базис та концептуальні основи стратегічних орієнтирів збалансованого регіонального розвитку галузі туризму та курортно рекреаційної сфери; визначено наукові підходи щодо особливостей виникнення вимірів сталого та збалансованого економічного розвитку, розкрито методичні підходи до оцінювання потенціалу галузі туризму та курортно-рекреаційної сфери окремої території..
У процесі дослідження здійснено оцінку потенціалу туристично рекреаційної сфери України та її регіонів на засадах сталості, проведено аналіз сучасного стану збалансованого регіонального розвитку досліджуваної галузі, охарактеризовано закономірності та механізм збалансованого регулювання регіонального розвитку галузі туризму та курортно-рекреаційної сфери.
Охарактеризовано особливості стратегування збалансованого розвитку
туризму та рекреації у регіонах України, шляхи адаптації регіональних
туристично-рекреаційних систем в умовах сучасних трансформаційних змін, обґрунтовано СМАРТ-спеціалізації регіону у сфері туризму і рекреації на прикладі Закарпатської області.
Досліджено основні глобальні тренди та чинники трансформаційних змін
та основні напрямки проактивної адаптації туристичних підприємств до
вказаних трансформацій, серед яких: акцент на безпеку, екологічність,
економічну, соціальну і екологічну збалансованість, персоналізовану
диференціацію туристичного продукту, інтегрованість, цифровізованість та інклюзивність.

The dissertation is devoted to developing a complex of strategic guidelines for balanced regional development of the tourism industry and the resort and recreation sphere.
The thesis deepens the terminological apparatus for researching the essence of the potential of the tourism industry and the resort-recreational sphere of a separate territory, which is characterized as a set of available opportunities and resources (natural, human, informational, infrastructural, etc.) of this territory, which can be directed to the development of the tourism-recreational business and obtaining a certain resulting value in the form of a socio-economic effect, income or profit. The balanced regional development of tourism and the resort-recreation sphere is proposed to be characterized by such types of interaction between man and nature and people among themselves on the territory of the region, which aims to satisfy the needs of restoring the physical and mental strength of representatives of the present
and future generations due to the production and consumption of tourist recreational services are based on the careful use and restoration of environmental resources, support of socio-cultural historically built values of individual territories and their inhabitants. The temporal sign of balanced development is long-term, aimed at protecting the opportunities for full-fledged harmonious development for future generations.
In the research process, scientific-methodical and applied approaches to the
formation of a strategy for the balanced development of the tourism and recreation industry in the regions are proposed, which, unlike the current ones, update the structural stages of strategy construction (development of the mission, clarification of strategic goals, design of a strategic development model, formation of a general development strategy industry, development of supply strategies, strategic planning and monitoring), determine the essence and order of actions in the process of its formation and assessment, mechanisms of coordination with essential strategic documents of the regional and national level, the existing potential and forecasts of
the development of socio-economic systems, the implementation of which will contribute to the integration and mobilization of all components of the regional resource and economic potential on the basis of synergy, development and formation of sustainable internal and external competitive advantages.
Methodical approaches to assessing the relevance of SMART - specialization of the tourism and recreation sphere or its sectors, taking into account the specifics of the service sphere, based on the calculation of several coefficients (specialization coefficient, social efficiency coefficient, budgetary and economic efficiency coefficients). Which collectively determine the role of individual economic activity in ensuring the socio-economic development of the region and individual United territorial communities and can be used to test priority industries and their components in the process of substantiating regional strategies.
Systematized and characterized the main adaptive strategies for the development of the tourism and recreation industry of the region in the conditions of the layering of earth-shattering transformational changes caused by military aggression and the consequences of the pandemic, namely: strategies of adaptive administration, strategies of economic adaptation, strategies of social adaptation and strategies of ecological adaptation. The specified strategies are inherently reactive and provide for
the developed mechanisms of prevention and response of management systems to the emergence of various types of external and internal dangers for tourists and the system as a whole, as well as the use of additional opportunities for the development of tourism business in the process of implementing the general strategy for the development of the region, which was not provided for in the basic strategy.
The leading global trends and factors of transformational changes and the main directions of proactive adaptation of tourist enterprises to the specified
transformations, including an emphasis on safety, environmental friendliness,
economic, social, and ecological balance, personalized differentiation of the tourist product, integration, digitalization, and inclusiveness, were studied.
