dc.description.abstractThe main problems of personnel policy formation of the Ukrainian civil service system are analyzed in the work, on the example of the Southern office of the State Audit Office. The scientific approaches to understanding the essence of the state personnel policy are covered. The goals, principles and purpose of the state personnel policy are substantiated. The paper points out that the formation of an effective personnel policy is a rather complicated and contradictory process, since there are many problems that need effective solutions. The need to apply innovations in the practice of personnel management is substantiated. The essence of the concept of "personnel innovation" is revealed, factors of innovation potential are determined. It has been proved that public service in a democratic society should be an institution open to public scrutiny, since openness of the public service will promote its authority and prestige, without which it is impossible to attract the most worthy young people to the service. Prospects for further scientific research have been identified.ru_RU
