Анотація
Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.05 - розвиток продуктивних сил і регіональна економіка.
Дисертацію присвячено дослідженню й обґрунтуванню теоретико-
методичних засад й розробці практичних рекомендацій щодо регулювання
інвестиційно-інноваційних процесів електроенергетичної галузі в умовах
сучасних викликів. Досліджено науково-теоретичні засади визначення сутності
інвестиційно-інноваційних процесів для розвитку електроенергетичної сфери.
Обґрунтовано необхідність змін інвестиційно-інноваційної політики в
досліджуваній сфері. Проаналізовано нормативно-правове забезпечення
регулювання галузі. Розроблено концептуальні засади формування системи
моніторингу інноваційно-інвестиційних процесів у електроенергетичному комплексі
регіону. Запропоновано методику обчислення відносних показників, які
розкривають продуктивність залучення, виробничу та екологічну ефективність
використання капітальних і прямих іноземних інвестицій. Проаналізовано стан
та тенденції зміни значень основних показників функціонування
електроенергетичного комплексу України та її регіонів. Систематизовано
техніко-економічні показники діяльності найбільших промислових електростанцій традиційної та відновлюваної енергетики Південно-Східного
регіону. Проведено кореляційно-регресійний аналіз та обчислено індекси
продуктивності залучення та ефективності використання інвестицій.
Сформовано концептуальні положення та обґрунтовано стратегічні пріоритети
регулювання інвестиційно-інноваційних процесів електроенергетичної галузі
для України загалом та Південно-Східного регіону зокрема. Досліджено діюче
нормативно-правове поле в стратегічному плануванні національного і
регіонального розвитку. Запропоновано стратегічні пріоритети регулювання
інвестиційно-інноваційних процесів електроенергетичної галузі України з
конкретизацією відповідальних інститутів за їх реалізацію. Проаналізовано
специфіку основних моделей електроенергетичного ринку. Запропоновано
модель національного регулятора електроенергетичного ринку. Обґрунтовано
поступовість екологізації електроенергетичної галузі регіону.
The dissertation on competition of a scientific degree of the candidate of economic sciences on a specialty 08.00.05 - development of productive forces and regional economy. The thesis is devoted to the study and substantiation of the theoretical and methodological foundations and the development of practical recommendations for the regulation of investment and innovation processes in the electric power industry in the face of modern challenges. The scientific and theoretical foundations for determining the essence of investment and innovation processes for the development of the electric power industry have been investigated. The main problems of the functioning of the electric power industry are summarized. The expected effect of reforming the electric power industry is characterized. The factors that determine the progress in the development of innovative and investment support of the electric power industry are highlighted. The most widespread models of the energy market organization in the world are determined and characterized. The necessity of changing the investment and innovation policy in the studied area has been substantiated. The essence of the concepts "state innovation policy" and "state investment policy" is investigated. The main directions of the implementation of the innovation and investment policy in the electric power industry have been determined. Analyzed the regulatory framework for the regulation of the industry. Conceptual foundations for the formation of a monitoring system for innovation and investment processes in the electric power complex of the region have been developed, which is based on an algorithm with certain stages: a comparative analysis of general trends in the functioning of the electric power complex in the context of traditional and renewable energy sources, assessment of the dynamics of development of investment and innovation processes, diagnostics of the impact efficiency investment and innovation processes for the functioning of the electric power complex and building prospects for the development of the electric power industry complex in the context of the activation of innovation and investment processes in the region. A method is proposed for calculating relative indicators that reveal the productivity of attraction, production, and environmental efficiency of the use of capital and foreign direct investment. The states and trends of changes in the values of the main indicators of the functioning of the electric power complex of Ukraine and its regions are analyzed. It was determined that the regions of the Southeast region are leaders in the production of electricity in the traditional way, have a significant natural potential for wind and solar energy, at the same time, they fix the highest needs and consumption of this product through the concentration of a large number of industrial enterprises and a relatively high population density. The technical and economic indicators of the activities of the largest industrial power plants of traditional and renewable energy in the South-Eastern region are systematized and summarized. The results of the correlation analysis and the calculation of the indices of the productivity of attracting and the efficiency of using investments made it possible to establish a pattern that the efficiency of attracting investments grows with the increase in the production capacity of energy facilities, while the functioning of traditional electric power enterprises negatively affects it. Based on the analysis, it is substantiated that the further development of the energy sector and the reform of the electric power sector towards its greening needs to maintain the existing trends in attracting investments on an increasing basis. Conceptual provisions have been formed and strategic priorities have been substantiated for regulating investment and innovation processes in the electric power industry for Ukraine in general and the South-East region in particular. The current regulatory and legal field in the strategic planning of national and regional development has been investigated. Strategic priorities for the regulation of investment and innovation processes in the electric power industry of Ukraine are proposed, with the specification of the responsible institutions for their implementation. It has been proved that the powers of local government bodies include: legal regulation in regional strategies of the innovation dominant of attracting investments into the industry; targeted project support for the development and implementation of innovations; planning of electricity production in the region according to the needs of consumption and capacity; implementation of regional and local energy-saving strategies; stimulating the construction of small power plants; popularization of the use of energy-saving technologies among the population, implementation of an energy audit; cooperation with territorial communities on the implementation of the “energy-efficient community” model. Studied foreign experience of innovative development of the electric power industry and stimulation of investment processes. A model of the national regulator of the electricity market. The content of the greening process has been determined. Substantiated is the gradual nature of the greening of the electric power industry of Ukraine on the way of development of alternative energy with the definition of the actual toolkit for the South- East region.
