Анотація
Дисертація на здобуття наукового ступеня доктора економічних наук за спеціальністю 08.00.05 – розвиток продуктивних сил і регіональна економіка.
У дисертаційні роботі на основі теоретичного узагальнення обґрунтовано
методологічні та методичні засади і розроблено практичні рекомендації щодо
вирішення важливої наукової і практичної проблеми із забезпечення економічної
активності населення в умовах трансформації регіонального ринку праці.
В ході дослідження встановлено, що регіональний ринок праці, як множина
взаємопов’язаних елементів: попиту, пропозиції, ціни робочої сили, які
формують його структуру (територіальну, галузеву, соціально-демографічну,
освітньо-професійну тощо) та динамічна відкрита система, що зазнає активного
впливу з боку підсистем зовнішнього середовища розглядається, як сукупність
соціально-трудових відносин, форм і методів узгодження і регулювання
інтересів безпосередніх виробників і роботодавців (власників фірм), що
функціонують у певному регіоні країни, де об’єктами виступають: організація
(використання), оплата та охорона праці, наймання і звільнення працівників, їхній професійний розвиток і зростання, врегулювання трудових конфліктів,
утворення стабільних трудових колективів тощо.
Встановлено, що позитивними сторонами розвитку соціального
підприємництва є: сприяння подоланню соціальної ізольованості –
працевлаштування людей з обмеженими фізичними можливостями, безробітних;
забезпечення розвитку нових напрямів реформування державних соціальних
послуг; залучення певних груп населення до виробництва товарів чи надання
послуг, що вирішить проблеми працевлаштування та адаптації соціально
вразливих категорій населення; сприяння залученню населення до участі у
вирішенні соціальних проблем на благодійні засадах; формування та розвиток
нових видів соціальних послуг, які не мають великої популярності у звичайних
підприємців, діяльність яких спрямована тільки на отримання максимального
прибутку; надання якісних послуг та товарів соціально вразливих категорій
населення на пільгових умовах; забезпечення більш ефективного використання
існуючих ресурсів у вирішенні соціальних проблем; сприяння зниженню
навантаження на місцеві бюджети у вирішенні соціальних проблем, що є
актуальним в сучасних умовах.
The dissertation on competition of a scientific degree of the doctor of economic sciences on a specialty 08.00.05 - development of productive forces and regional economy. In the dissertation works on the basis of theoretical generalization methodological and methodical bases are substantiated and practical recommendations on the decision of an important scientific and practical problem on maintenance of economic activity of the population in the conditions of transformation of the regional labor market are developed. Developed an algorithm for diagnosing the social structure, economic activity of the population (labor force) and the state of the labor market in the region. To this end, the differentiation of persons who are not part of the labor force, the level of connection with the labor market, the distribution of the population by economic and legal status in the regional labor market, identified forms of employment. It is established that the regional labor market, as a set of interrelated elements: demand, supply, labor prices that form its structure (territorial, sectoral, socio demographic, educational-professional, etc.) and a dynamic open system that is actively influenced by side subsystems of the environment is seen as a set of social and labor relations, forms and methods of coordination and regulation of the interests of direct producers and employers (business owners) operating in a particular region of the country, where the objects are: organization (use), payment and protection labor, hiring and firing employees, their professional development and growth, settlement of labor conflicts, the formation of stable labor collectives, etc. It is determined that the intensification of migration processes in the world economy is due to a number of urgent reasons, in particular: 1) the tendency to increase the contrast in the levels of economic and social development of exporting and importing countries of labor and population; 2) the growth of international capital movements and the functioning of transnational corporations, which contribute to the union of labor and capital; 3) the demographic crisis in developed countries, which is manifested in a reduction in the number of able-bodied people and an increase in the elderly; 4) the presence of a large number of non-prestigious jobs in the field of services, health care, construction, agriculture, etc., to which indigenous people are reluctant to go; 5) the presence and saturation of information links between countries or their absence; 6) interethnic, religious, political problems, etc. It is established that the positive aspects of the development of social entrepreneurship are: assistance in overcoming social isolation - employment of people with disabilities, the unemployed; ensuring the development of new areas of reforming public social services; involvement of certain groups of the population in the production of goods or services, which will solve the problems of employment and adaptation of socially vulnerable categories of the population; promoting the involvement of the population in solving social problems on a charitable basis; formation and development of new types of social services that are not very popular with ordinary entrepreneurs, whose activities are aimed only at maximizing profits; provision of quality services and goods to socially vulnerable categories of the population on preferential terms; ensuring more efficient use of existing resources in solving social problems; promoting the reduction of the burden on local budgets in solving social problems, which is relevant in modern conditions.
